A House panel has approved by a voice vote a bill aimed at strengthening the Department of Homeland Security's cybersecurity workforce.

During a markup session on Oct. 29, the House Homeland Security Committee amended the Homeland Security Cybersecurity Boots-on-the-Ground Act to encourage DHS to boost the pool of IT security job candidates by creating a tuition-for-work fellowship as well as a program to identify military veterans and unemployed computer specialists for potential IT security

FREMONT, CA – U.S. Representative Eric Swalwell (CA-15) today announced the Restarting Local Economies Act of 2013, which would make it easier for communities in California to obtain federal redevelopment funding. In 2011, the state legislature voted and California closed all of the state's roughly 400 redevelopment agencies (RDAs), leaving localities without a source to fund much-needed development. In the Fifteenth Congressional District, the loss was over $50 million.

WASHINGTON, DC – U.S. Representatives Eric Swalwell (CA-15) and Jackie Speier (CA-14) today sent a letter to Department of Defense Secretary Chuck Hagel and U.S. Agency for International Development (USAID) Administrator Raj Shah requesting that the U.S. Air Force administer airdrops of humanitarian supplies and food to the most remote and inaccessible areas of the Philippines following Typhoon Haiyan/Yolanda. They were joined on the bipartisan letter by 36 Members of Congress.

WASHINGTON, DC – U.S. Representative Eric Swalwell (CA-15) sent a bipartisan letter to Federal Emergency Management Agency (FEMA) Administrator W. Craig Fugate, urging FEMA to adopt open data standards to enhance social media alerts in disaster situations. In a July Homeland Security Subcommittee hearing led by Rep. Swalwell and Emergency Preparedness, Response and Communications Chairman Rep. Susan Brooks on the role of social media in an emergency situation, witnesses noted certain obstacles undermining the dissemination of vital, life-saving information.

PLEASANTON, CA – U.S. Representative Eric Swalwell (CA-15) led a letter of Bay Area Members of Congress to Edward DeMarco, the Acting Director of the Federal Housing Finance Agency (FHFA), opposing two proposals that could destabilize the greater San Francisco Bay Area's recovering housing market. The FHFA is considering lowering the Fannie Mae and Freddie Mac loan limits across the country, which would reduce available credit and restrict Bay Area homebuyers who are bound by an expensive housing market.

WASHINGTON, DC – U.S. Representative Eric Swalwell (CA-15), Senior Democrat on the Science, Space, and Technology Subcommittee on Energy, today criticized the partisan Republican draft bill reauthorizing the America COMPETES Act.

Although the legislation had previously always had bipartisan support, the Republicans have decided to take a piecemeal approach by releasing the EINSTEIN Act, which inadequately funds the Department of Energy's (DOE) Office of Science and risks our leadership in technology and innovation.

WASHINGTON, DC – U.S. Representative Eric Swalwell (CA-15) today passed an amendment in the Committee on Homeland Security to direct the Department of Homeland Security (DHS) to take a broader approach in its cybersecurity workforce recruitment. Currently, DHS focuses its cyber recruitment and training strategy on students, recent graduates, and existing DHS employees, but Swalwell's amendment urges DHS to expand its recruitment pool to include other populations including veterans and mid-career professionals.
