The bill was motivated by several examples of companies attempting to dissuade people from writing honest reviews by slipping non-disparagement clauses in their consumer contracts. Swalwell introduced a similar bill in 2014.

The legislation would mandate that the Department of Labor (DOL) update One-Stop Career Center websites to dramatically improve information and job-seeking services online. The legislation cuts up to approximately $200 billion in wasteful government spending over the next 10 years by eliminating duplication and increasing efficiency.
